Prohibits school districts, open-enrollment charter schools, and their employees from providing or allowing third parties to provide instruction regarding sexual orientation or gender identity to any enrolled students

Requires school districts to notify parents within 30 days of any complaint about parental rights violations, either resolving the issue or providing written explanation; parents may sue districts for unresolved complaints and recover damages, attorney's fees, and court costs with governmental immunity waived

Mandates that school employees notify parents of any changes to services related to a student's mental, emotional, or physical health, and prohibits withholding information about a student's perception of their biological sex if it differs from their biological sex

Requires written parental consent before students can participate in school-sponsored clubs that promote themes of sexuality, gender, or gender identity, with consent forms including the club's name, mission, and purpose

Requires districts to provide annual written notice of all health-related services offered at schools and obtain parental consent before administering student well-being questionnaires or health screening forms; applies beginning with the 2025-2026 school year
