Requires the Texas Commission on Environmental Quality to distribute all available funds collected before September 1, 2025, for the low-income vehicle repair assistance, retrofit, and accelerated vehicle retirement program to participating counties by January 1, 2026

Applies to counties that currently participate or previously participated in the program and have remitted collected fees to the state

Mandates that funds be distributed proportionally based on the amount of fees collected in each county or region

Restricts counties receiving these funds to using the money only for programs authorized under Section 382.220(b) of the Health and Safety Code

Takes effect September 1, 2025, with the new section expiring September 1, 2029
