Permits bicyclists to treat steady red traffic signals and flashing red signals as yield signs rather than requiring a full stop

Requires bicyclists to still yield the right-of-way to other traffic and pedestrians when proceeding through these traffic-control devices

Applies only to offenses committed on or after September 1, 2025; violations occurring before that date remain subject to prior law

Amends Chapter 551 of the Transportation Code by adding new Sections 551.108 and 551.109
