Amends Section 571.171 of the Government Code to clarify that exhaustion of civil or administrative remedies is not required before a criminal trial court can exercise subject matter jurisdiction over a criminal action

Criminal trial courts retain jurisdiction over criminal cases independently of any parallel civil or administrative proceedings that may exist

Applies retroactively to criminal actions commenced before, on, or after the effective date

Takes effect September 1, 2025
