Creates an Office of Inspector General within the Texas Education Agency, with an inspector general appointed by the commissioner to investigate fraud, waste, abuse, and wrongdoing in public education administration

Grants jurisdiction over school districts, open-enrollment charter schools, regional education service centers, and other local education agencies throughout Texas

Authorizes the inspector general to issue subpoenas, attend closed meetings (except attorney consultations), inspect non-public records, and conduct civil and administrative investigations

Allows the commissioner to order forensic audits of any entity under the office's jurisdiction, with the audited entity required to pay the costs

Empowers the office to make findings of fact and take appropriate action regardless of time requirements in other education code chapters, and to refer matters to the attorney general or other agencies for further action
