Amends the definition of "harmful material" in Section 43.24 of the Texas Penal Code by removing the requirement that the material's "dominant theme taken as a whole" be considered when evaluating whether it is harmful to minors

Removes the word "utterly" from the requirement that material be "without redeeming social value for minors," lowering the threshold for material to qualify as harmful

Material can now be classified as harmful if any part appeals to a minor's prurient interest in sex, nudity, or excretion, rather than requiring the dominant theme to do so

Changes apply only to offenses committed on or after the effective date; prior offenses remain governed by former law

Takes effect September 1, 2025
