Creates a provisional medical license pathway for foreign-trained physicians who hold a medical degree eligible for ECFMG certification, have been licensed in good standing abroad for the past 5 years, completed residency training (or 10+ years practice if no residency required), passed required examinations, and have a job offer from a Texas healthcare provider; the provisional license expires after 3 years or upon receiving a full license

Establishes a streamlined medical license for military veterans who are licensed physicians in another state, left active duty service in Texas within the past 3 years while authorized to treat military personnel, and pass the Texas jurisprudence exam

Creates a "physician graduate" limited license for recent medical school graduates (within 2 years) who have passed USMLE Steps 1 and 2 but have not completed residency, allowing them to practice under supervision of a board-certified sponsoring physician through a supervising practice agreement

Requires physician graduates to disclose their status and lack of postgraduate training to patients, display identification as a physician graduate, and maintain a supervising practice agreement to practice; sponsoring physicians retain legal responsibility for the physician graduate's patient care

Mandates the Texas Medical Board adopt implementing rules by January 1, 2026, including developing a "whitelist" of countries with acceptable postgraduate training requirements by reviewing at least 10 countries annually, with the Act taking effect September 1, 2025
