Doubles the distance threshold for requesting a public hearing on concrete plant construction permits from 440 yards to 880 yards from the proposed plant site

Expands eligibility to request hearings to include representatives of schools, places of worship, licensed day-care centers, hospitals, nursing facilities, and medical facilities located within 880 yards

Requires the Texas Commission on Environmental Quality (TCEQ) to adopt rules establishing who qualifies as a representative of these institutions

Applies only to permit applications submitted to TCEQ on or after the effective date of the new rules; earlier applications remain governed by prior law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
