Establishes a defense to prosecution for driving with an expired license if the license expired no more than 60 days before the arrest date and the driver had already scheduled an appointment to renew the license prior to being stopped

Increases the time period for defendants to renew an expired license to have charges dismissed from 20 working days to 60 working days, or before the first court appearance, whichever is later

Maintains existing defense provisions allowing dismissal if the defendant produces a valid license that was current at the time of arrest and appropriate for the vehicle type

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by existing law
