Adds statutory probate court judges to the list of "active judicial officers" eligible for a handgun carry license, alongside judges of the supreme court, court of criminal appeals, courts of appeals, district courts, criminal district courts, constitutional county courts, statutory county courts, justice courts, and municipal courts

Expands the definition of "retired judicial officer" to include visiting judges appointed to serve as judges of constitutional county courts, statutory county courts, or statutory probate courts

Applies only to offenses committed on or after the effective date; offenses committed before remain governed by prior law

Passed the Texas Senate on March 12, 2025 (28-3) and the House on May 23, 2025 (105-33)

Takes effect September 1, 2025
