Establishes electronic voter registration through a secure website administered by the Secretary of State in coordination with the Department of Public Safety, allowing individuals with unexpired Texas driver's licenses or personal identification cards to register or update their registration online

Enables same-day voter registration at polling places during early voting and on election day, allowing unregistered but otherwise eligible voters to register and cast a provisional ballot by presenting photo ID with current address

Designates election officers serving at early voting polling places as deputy voter registrars with full authority to process voter registrations

Lowers the minimum age to apply for voter registration from 17 years and 10 months to 17 years of age

Requires two voter registrars be present at each polling place while polls are open, and mandates high school deputy registrars annually report to the Secretary of State the number of registration forms distributed and the number of eligible students

Extends the deadline for verifying and counting provisional ballots from the 9th to the 10th day after election day, and extends the local canvass deadline from the 11th to the 14th day after election day
