Extends the automatic health insurance coverage period for newborn children from 31 days to 60 days after birth across multiple employer welfare arrangements, small employer health benefit plans, and large employer health benefit plans

Increases the deadline for parents to notify insurers and submit required premiums from the 31st day to the 60th day after the child's birth to continue coverage beyond the initial automatic period

Prohibits health benefit plans providing maternity benefits from excluding or limiting initial coverage of newborns before the 61st day after birth

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Takes effect September 1, 2025; passed the Senate 31-0 on March 26, 2025, and the House 130-14 on May 21, 2025
