Reduces the matching fund requirement for community mental health programs serving veterans and their families in counties with populations of 250,000 or more from 100% to 75% of the grant amount

Maintains existing matching requirements for smaller counties: 25% match for counties under 100,000 population, and 50% match for counties between 100,000 and 250,000 population

Applies the same reduced matching requirements for multi-county programs, based on the largest county's population where services are provided

Implementation by the Health and Human Services Commission is contingent on the legislature appropriating funds greater than the amount allocated for the 2023-2025 biennium ending August 31, 2025

Takes effect September 1, 2025, and applies only to grants awarded on or after that date
