Adds a fourth "school safety domain" to the Texas public school accountability system, expanding the evaluation framework from three domains to four

Requires the new school safety domain to measure effectiveness in promoting a safe learning environment through indicators including: security of school facilities, faculty and staff safety training, student safety instruction, and integration of local, state, and federal resources into safety programs

Adds "providing a safe learning environment" as a required evaluation criterion for school districts and campuses under accountability indicators

Applies beginning with the 2025-2026 school year

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
