Creates an alternate board certification pathway for physicians in Texas that requires meeting all standard eligibility requirements except for training, courses, or certification related to medical treatments or procedures that are unlawful in Texas

Prohibits licensed health care facilities from refusing to accept a physician's alternate board certification for employment decisions, practice privileges, or admitting privileges

Prohibits health care facilities from discriminating against physicians in employment or privilege decisions based on holding an alternate board certification rather than a traditional certification

Mandates license revocation for any health care facility that violates the non-discrimination requirements regarding alternate board certified physicians

Requires the Texas Medical Board and the Health and Human Services Commission Executive Commissioner to adopt implementing rules, with an effective date of September 1, 2025
