Grants exclusive authority to a municipality's utility system board of trustees to establish bill payment assistance programs for eligible customers

Eligible customers include low-income individuals whose utility service was disconnected for nonpayment three or more times during a calendar year

Customers aged 75 or older who have received a disconnection notice for nonpayment also qualify for the assistance program

Applies only to specific municipalities as described in Government Code Section 1502.070(a)(2)(B)

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
