Authorizes the Texas Commission on Environmental Quality to develop a scrap tire remediation grant program to award grants to counties for reducing illegal scrap tire disposal in waterways, public rights-of-way, and other public land

Grants may be used for three purposes: identifying and prosecuting violators of illegal tire disposal laws, public education campaigns to discourage illegal dumping, and removing and properly disposing of illegally dumped scrap tires

Creates a dedicated scrap tire remediation grant account in the general revenue fund, funded by legislative appropriations, gifts, federal grants, donations, and interest earned on account investments

Restricts account funds to only awarding grants and administering the program

Requires the commission to adopt administrative rules if the program is developed; effective date is September 1, 2025
