Establishes independent practice authority for nurse practitioners, nurse midwives, and clinical nurse specialists who complete at least 3,000 clinical practice hours within five years and meet educational requirements including graduate-level courses in advanced physiology/pathophysiology, health assessment, and pharmacology

Authorizes qualified APRNs to practice independently without physician supervision, including ordering and interpreting diagnostic tests, formulating medical diagnoses, treating health problems, serving as primary care providers, and making referrals

Grants independent APRNs prescriptive authority for Schedule III, IV, and V controlled substances, dangerous drugs, and nonprescription drugs; Schedule II controlled substances may only be prescribed in hospital settings or for hospice patients

Requires independent APRNs to complete 48 hours of continuing education every two years, including 10 hours in pharmacology, and establishes that performing authorized acts does not constitute practicing medicine without a license

Directs the Texas Board of Nursing to adopt implementing rules by February 1, 2026, with the act taking effect September 1, 2025
