Freezes tuition at Texas public colleges and universities at 2025-2026 academic year levels for four years (2026-2027 through 2029-2030)

Beginning with the 2030-2031 academic year, limits annual tuition increases to the rate of inflation as measured by the consumer price index, with institutions prohibited from raising tuition more than once per academic year

Requires the Legislative Budget Board to publish and certify the inflation rate to each institution's governing board by January 31 annually, starting in 2030

Defines "similarly situated students" for comparison purposes as those sharing the same residency status, degree program, course load, course level, and tuition exemption status

Applies to tuition beginning with the fall 2026 semester and authorizes the Texas Higher Education Coordinating Board to adopt rules for administration
