Creates a formal complaint process allowing requestors to file written complaints with the attorney general when governmental bodies fail to respond as required

Imposes penalties on governmental bodies found to have improperly failed to comply: mandatory open records training for the public information officer within 6 months, prohibition on charging the requestor for producing the information, and shortened 5-business-day deadline to request attorney general decisions if seeking to withhold information

Applies to public information requests received on or after September 1, 2025
