Prohibits the Health and Human Services Commission and state agencies administering Medicaid from using information from other public assistance program applications (such as SNAP) as verifiable electronic data to automatically renew a recipient's Medicaid eligibility without requiring information directly from the recipient

Defines "ex parte renewal" as an automatic redetermination of Medicaid eligibility conducted using verifiable electronic data sources or other available information without requiring input from the recipient

Preserves the ability of agencies to review information from other public assistance applications that indicates a change in circumstances potentially affecting Medicaid eligibility and conduct redeterminations based on such changes

Requires the Health and Human Services Commission to seek any necessary federal waiver or authorization within 180 days of the effective date, with implementation potentially delayed until approval is granted

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
