Requires the Legislative Budget Board to prepare fiscal impact statements for any bill or joint resolution that mandates health benefit plan issuers to provide new health benefits, increase payments to health care providers, or implement new contractual or administrative requirements

Fiscal impact statements must estimate effects on health benefit plan issuer expenditures and on premiums and other costs paid by enrollees

Defines "health benefit plan issuer" as insurers, health maintenance organizations, or other entities authorized to provide health benefits coverage in Texas

Fiscal impact statements must be attached to legislation following the standard fiscal note or other required statements

Applies only to bills or joint resolutions filed on or after September 1, 2025
