Expands restrictions on governmental entities and institutions awarding public work contracts funded wholly or partly with state, local, federal money, federal match programs, governmentally administered financial assistance, state/local guaranteed debt, ratepayer money, or user fees

Prohibits these entities from requiring, prohibiting, encouraging, or discouraging contractors or subcontractors from entering into agreements with collective bargaining organizations (including labor unions) on covered projects

Adds prohibition against giving preference to bidders based on their status as a party to, or willingness to enter, collective bargaining agreements—expanding current law that only prohibited discrimination

Defines "collective bargaining organization" as any group, association, or entity representing employees in negotiations over wages, hours, working conditions, or other employment terms

Applies to public work contracts solicited on or after September 1, 2025; contracts solicited before that date remain governed by prior law
