Requires biennial efficiency audits of Operation Lone Star and other Texas border security programs starting in 2024 and every two years thereafter, examining fiscal management, resource efficiency, and effectiveness in achieving border security goals

Comptroller must select and contract with an independent external auditor by March 1 of each audit year, with the Department of Public Safety paying audit costs from existing resources

External auditor must be independent and cannot receive direction from DPS, Texas Military Department, or any state agency being evaluated or spending money under the border security programs

Legislative Budget Board establishes the audit scope, including reviewing whether resources are used effectively for intended purposes, identifying cost savings or reallocations, and examining government contracts and grants related to border security

Audit report with efficiency improvement recommendations must be submitted by November 1 to the governor, Legislative Budget Board, state auditor, comptroller, and legislative committee chairs, and published on the governor's and comptroller's websites
