Changes the comparison of precinct returns with tally lists from optional ("may") to mandatory ("shall") for canvassing authorities

Requires the presiding officer of the canvassing authority to verify that precinct returns are accurately reflected in county returns prepared by the custodian

Prohibits county clerks from delivering county returns to the Secretary of State until each canvassing authority has verified that county returns accurately reflect precinct returns

Requires the Secretary of State to post county returns on their website organized by precinct, with county clerks required to verify accuracy within 24 hours of posting

Requires the Secretary of State to compare county returns with the local election register and make necessary corrections if discrepancies are found

Applies to elections ordered on or after the effective date, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
