Creates a presumption that retroactive child support should begin on the earliest possible date of the child's conception, as determined by a physician using standard medical practice or other evidence including parental testimony

Allows courts to order the obligor to pay an equitable portion of all prenatal and postnatal health care expenses of both the mother and child as additional retroactive child support

Requires courts to confirm the retroactive child support amount and render a cumulative money judgment for the total owed

Makes retroactive child support mandatory upon request and proper showing when paternity is established by court order or valid acknowledgment, changing previous discretionary "may" to mandatory "shall"

Applies only to paternity orders rendered and acknowledgments executed on or after September 1, 2025
