Establishes the Texas Regulatory Efficiency Office within the governor's office to identify efficiencies in state agency rulemaking, regulatory review processes, and contested case procedures

Creates a 7-member Texas Regulatory Efficiency Advisory Panel appointed by the governor, including representatives from small businesses, large businesses, occupational license holders, higher education researchers, state agencies, and two public members serving two-year terms

Requires the Office to set goals for each state agency to reduce rules and regulatory requirements by eliminating unnecessary rules, reducing training hours, reducing required forms and fees, and creating waivers or exemptions

Mandates the Office prepare a regulatory economic analysis manual and regulatory reduction guide in plain language, and submit biennial reports to the governor and Legislative Budget Board by December 1 of even-numbered years

Both the Office and Advisory Panel are subject to the Texas Sunset Act and will be abolished September 1, 2037 unless continued by the legislature; governor must appoint panel members by January 1, 2026
