Prohibits insurers and insurance holding companies organized under Texas law from including or implementing "political shareholder proposals" in proxy statements

Defines political shareholder proposals as those that would limit an insurer's ability to insure risks related to fossil fuel exploration, production, transportation, sale, or manufacturing solely because of the fossil fuel connection

Covers proposals that would require insurers to reduce or track greenhouse gas emissions, including emissions from their insureds or investment entities

Applies to proposals that would restrict insurers from covering entities engaged in legal activities for environmental, social, or political purposes

Takes effect September 1, 2025
