Adds recruiting, enticing, or obtaining a trafficking victim from a correctional facility while the person is confined as a new aggravating factor that elevates human trafficking from a second degree felony to a first degree felony

Expands the list of locations where human trafficking offenses carry enhanced punishment (25 years to life imprisonment) to include correctional facilities, either on premises or within 1,000 feet

Adds institutions of higher education and private/independent institutions of higher education to the list of protected locations subject to enhanced penalties within 1,000 feet

Reenacts and consolidates amendments to Section 20A.02 of the Penal Code from multiple bills passed during the 88th Legislature (2023) to resolve conflicting statutory language

Takes effect September 1, 2025, applying only to offenses committed on or after that date
