Mandates quarterly checks of voter registration cancellations from the preceding 36 months to identify possible changes in Medicaid recipients' eligibility status

Eliminates self-attestation for Medicaid eligibility determination, requiring additional verification of income, residency, citizenship, age, household composition, caretaker relative status, and access to other health coverage before enrollment or reenrollment

Expands healthcare program fraud definitions to require licensed health care providers to indicate their license type when making claims, with the amended fraud provisions applying to unlawful acts committed on or after September 1, 2025
