Establishes 18 as the absolute minimum age for marriage in Texas, eliminating all exceptions that previously allowed minors to marry

Removes the exception that allowed 16 and 17-year-olds to marry if they obtained a court order removing the disabilities of minority (emancipation)

Declares any marriage void if either party is younger than 18 years of age, regardless of emancipation status from Texas or any other state

Repeals Section 2.003 of the Family Code, which previously governed marriage license applications involving minors with parental consent or court approval

Takes effect September 1, 2025, and applies only to marriage license applications filed and marriages entered into on or after that date
