Establishes the Surface Water and Groundwater Interaction Advisory Board consisting of 12 members, including representatives from the Texas Water Development Board, Texas Commission on Environmental Quality, river authorities, groundwater conservation districts, academic experts, environmental interests, legislative committee chairs, and the governor's office

Executive administrator of the Texas Water Development Board serves as chair of the advisory board

Advisory board must study the extent of surface water and groundwater interaction in Texas, identify challenges arising from this interaction, and develop approaches to mitigate those challenges

Requires at least one public meeting annually to accept public comments, annual status reports to state leadership by December 1 each year, and a final report due by December 1, 2034

Advisory board is abolished and the Act expires January 1, 2035; effective immediately with two-thirds vote or September 1, 2025
