Designates all polling places in Texas as official voter registration agencies

Requires election officers to offer voter registration application forms to any voting-age person lawfully present at a polling place who is not registered to vote in that election

Mandates use of the official voter registration form prescribed by the Secretary of State at polling places

Exempts polling places from the requirement to provide declination forms for those who choose not to register

Requires election officers to notify individuals completing voter registration applications that they are not eligible to vote in the current election

Adds persons registering to vote at a polling place to the list of individuals lawfully permitted to be present at polling locations
