Prohibits school districts, open-enrollment charter schools, and their employees from providing instruction, guidance, activities, or programming regarding sexual orientation or gender identity to students in prekindergarten through 12th grade

Requires school boards to adopt written policies governing communication between school employees and students about reproductive and sexual health topics outside of dedicated human sexuality courses, including referral protocols to parents, counselors, or appropriate teachers

Mandates that school districts adopt policies specifying circumstances for hosting extracurricular activities related to human sexuality before such activities can occur

Extends local school health advisory council requirements to open-enrollment charter schools and prevents districts of innovation from seeking exemptions from these health education requirements

Authorizes the attorney general or district/county attorneys to bring legal action to enjoin school districts that violate these provisions, with cases heard in Travis County or the county where the violation occurred
