Amends Section 571.171 of the Government Code to clarify that exhaustion of civil or administrative remedies is not required before a criminal trial court can exercise subject matter jurisdiction over a criminal action

Allows criminal prosecutions to proceed independently without requiring completion of administrative or civil processes first, as long as the trial court otherwise has jurisdiction under existing law

Applies retroactively to criminal actions commenced before, on, or after the effective date

Takes effect September 1, 2025
