Establishes the Alzheimer's Prevention and Research Institute of Texas to fund research on Alzheimer's disease and related disorders, with offices located at a National Institute on Aging-Designated Alzheimer's Disease Research Center in Texas

Creates a nine-member oversight committee appointed by the governor (3), lieutenant governor (3), and speaker of the house (3), serving staggered six-year terms, with authority to award up to $300 million in grants per state fiscal year

Establishes the Alzheimer's Prevention and Research Fund as a special fund outside general revenue, consisting of $3 billion transferred from state general revenue (pending constitutional amendment approval), plus appropriations, gifts, grants, and investment earnings

Requires grant recipients to provide matching funds equal to one-half of the grant amount, limits indirect costs to 5% of grant money, and caps facility construction spending at 5% of total annual grants and prevention projects at 10%

Takes effect December 1, 2025, contingent on voter approval of an accompanying constitutional amendment, and is subject to Sunset review with automatic abolishment on September 1, 2035, unless continued by the legislature
