Proposes adding Section 37 to Article I of the Texas Constitution to establish parental rights over children's education

Defines "parent" broadly to include natural parents, stepparents, adoptive parents, legal guardians, and other legal custodians

Grants parents specific rights including: making choices within public schools, choosing alternatives like private or home school, accessing teaching materials and textbooks, attending school board meetings, and viewing their child's student and health records

Prohibits denial or restriction of these educational rights based on disability status of either the parent or child

Requires voter approval at an election on November 4, 2025
