Amends Section 2(a), Article VI of the Texas Constitution to change language from "Every person" to "Only a person" who meets voter qualifications, emphasizing exclusivity of voting rights

Clarifies that only United States citizens who are Texas residents and not subject to disqualifications may be deemed qualified voters in any election held in the state

Adds explicit language specifying the citizenship requirement applies to "any election held in this state"

Requires the proposed constitutional amendment to be submitted to voters at an election on November 4, 2025

Ballot language will read: "The constitutional amendment clarifying that a qualified voter in this state must be a United States citizen"
