Proposes a constitutional amendment to expand permitted uses of dedicated general revenue transferred to the state highway fund beyond just public roadways (excluding toll roads)

Adds three new authorized uses for state highway fund revenue: public transportation, public bicycle paths, and public sidewalks

Maintains existing authorization for constructing, maintaining, and acquiring rights-of-way for public roadways other than toll roads

Requires voter approval at an election to be held November 4, 2025

Amends Section 49-g(c), Article III of the Texas Constitution, which governs transfers from general revenue to the economic stabilization fund and state highway fund
