Amends Section 1(a), Article VI of the Texas Constitution to explicitly add "persons who are not citizens of the United States" to the list of those prohibited from voting in the state

Existing voting prohibitions in the constitution include persons under 18, those determined mentally incompetent by a court, and convicted felons (with legislative exceptions possible)

Requires voter approval through a statewide election scheduled for November 4, 2025

Senate adopted the resolution on April 1, 2025, with a vote of 28-3; House adopted it on May 12, 2025, with a vote of 102-14

Ballot language will read: "The constitutional amendment clarifying that a voter must be a United States citizen"
