TX SJR39

Proposes a constitutional amendment allowing the Texas Legislature to reconvene 22 days after adjournment of a regular session to reconsider vetoed bills or line-item appropriation vetoes

Applies only to bills that received at least a two-thirds vote in at least one chamber, were vetoed on or after the 10th day before adjournment, and were not reconsidered during the regular session

Limits the reconsideration period to a maximum of five consecutive days (excluding Sundays), during which the Legislature may only address vetoed items unless called into special session by the Governor

Requires a two-thirds vote of members present in both chambers to override the Governor's veto, consistent with existing constitutional veto override requirements

Proposes submitting the amendment to voters on November 4, 2025
