Amends the Texas Constitution to restructure the regular legislative session timeline, dedicating the first 30 days to introducing bills and resolutions and holding committee hearings, rather than the previous structure that divided the session into separate 30-day periods for different activities

Allows the Legislature to continue introducing bills and resolutions throughout the remainder of the session while committees hold hearings and the Legislature acts on pending matters

Permits the Legislature to consider confirmation of the Governor's recess appointees and act on emergency appropriations at any time during a regular session, removing previous timing restrictions

Reduces the vote threshold for either House to determine its own order of business from four-fifths to two-thirds of its membership

Submits the proposed constitutional amendment to voters at an election on November 4, 2025
