Creates two new constitutional funds: the permanent technical institution infrastructure fund and the available workforce education fund, established outside general revenue to support capital needs of the Texas State Technical College System

Authorizes the Comptroller to manage and invest the permanent fund using prudent investor standards, with annual distributions to the available fund capped at 5.5% of fair market value

Permits fund expenditures for land acquisition, building construction and renovation, capital equipment (including instructional, VR/AR, and heavy industrial equipment), library materials, and debt service on bonds

Prohibits use of funds for intercollegiate athletics or auxiliary enterprises, and bars institutions already receiving funding under Article VII Sections 17 or 18 from accessing these funds

Sets combined funding cap at $52 million for fiscal year 2025-2026, adjusted annually for construction cost inflation, with the amendment scheduled for voter approval on November 4, 2025
