Establishes the Texas Health Care Workforce Education Fund in the state constitution to provide dedicated funding for comprehensive regional universities to address health care workforce shortages

Fund would consist of legislative appropriations, gifts, grants, donations, and investment earnings, with assets invested according to permanent university fund standards

Limits annual appropriations from the fund to no more than 7% of the average net fair market value of investment assets, with distributions frozen if purchasing power is not preserved over any rolling 10-year period

Requires the legislature to establish eligibility criteria for state universities and allocate funds biennially using an equitable formula that must be reviewed and adjusted each biennium

Restricts fund distributions to educational and general activities addressing state health care workforce needs, and would appear on the November 4, 2025 ballot for voter approval
