Proposes an amendment to Article III, Section 47 of the Texas Constitution to allow the legislature to authorize and regulate sports betting

Limits who may conduct sports wagering to: sports teams in existence on January 1, 2025; sports organizations that held sanctioned annual professional golf tournaments in Texas before January 1, 2025; class 1 racetracks in operation on January 1, 2025; or designees of these entities

Adds sports wagering as a new exception (Subsection f) to the constitutional prohibition on lotteries and gift enterprises

Requires voter approval at an election scheduled for November 4, 2025

Ballot language would read: "The constitutional amendment authorizing the legislature to legalize wagering in this state on certain sporting events"
