Proposes amending Article XVI of the Texas Constitution by adding Section 74 to authorize the legislature to hold a statewide referendum on time observance

Would allow voters to choose between two options: observing standard time year-round or observing daylight saving time year-round (eliminating the biannual clock changes)

Authorizes the legislature to enact a law based on the referendum results to implement whichever option receives majority support

Validates any referendum held on the same day as the constitutional amendment election itself

The proposed constitutional amendment would appear on the November 4, 2025 ballot for voter approval
