Proposes a constitutional amendment to Article VI of the Texas Constitution allowing 17-year-olds to vote in primary elections if they will turn 18 by the date of the subsequent general election for state and county officers

Requires these voters to meet all other applicable eligibility requirements for voting

Authorizes the legislature to implement this provision through general law rather than making it mandatory

Submits the proposed constitutional amendment to voters at an election on November 4, 2025
