Rowe was born December 5, 1966, graduated from Gladewater High School in 1985, and earned his degree from Texas A&M University in 1989

Worked for Eastman Chemical Company in Longview for nearly 35 years and served as president of the Kilgore College Board of Trustees and as a trustee for Gladewater Independent School District

Married to Cindy Tallent for 35 years, with three daughters (Alyssa, Leslie, and Rebecca) and four grandchildren; was a lifelong member of First Baptist Church of Gladewater

Resolution adopted by the Texas Senate on May 31, 2025, by a rising vote, with the Senate adjourning in his memory
