Suspends Senate Rule 12.03 to allow the conference committee on Senate Bill 568 (special education funding) to modify provisions requiring behavioral support training be made available to paraprofessionals and teachers working with students with disabilities who have significant behavioral support needs

Permits school districts to pay costs for student placements in private facilities for care or treatment from local, state, and federal education funds (adding local funds as a payment source)

Removes proposed grant program that would have provided training to school district and charter school teachers and staff on serving students with dyslexia

Sets the supplemental services grant for students receiving special education at not more than $1,500 per student, with regional education service centers eligible to receive up to 4% of appropriated grant funds for administration costs

Makes approval of eligible students for parent-directed special education services grants subject to available funding, and removes language that would have created an entitlement to the $1,500 grants
