Served as Willacy County Commissioner from 1997 to 2008, working to improve opportunities and resources for county residents

Survived by four children, sister Linda Guzman, eight grandchildren, and seven great-grandchildren

Resolution adopted by the Texas Senate on June 1, 2025, by a rising vote, with the Senate adjourning in his memory
